He studied at the Technical University of Warsaw at the Faculty of Sanitary and Water Engineering and took the M.Sc. degree in water management and hydrology in 1978. 
In 1979 he started to work in the Institute for Land Reclamation and Grassland Farming , Regional Research Division in Bydgoszcz. In 1989 he took a D.Sc. degree in land reclamation on the basis of the doctoral dissertation "Mathematical model for forecast irrigation water requirements". In 1998 he got the habilitated doctor degree in environmental engineering on the basis of the dissertation on environmental conditions of irrigation demands. He is working in the area of land reclamation and agricultural water management. He is engaged in scientific research on soil and plant water management, irrigation water requirements, mathematical modelling of dynamic management of soil moisture, scheduling irrigation, water management in agricultural catchments. He has also specialized in evapotranspiration and water demands of agricultural plants. Since 2001 he is a head of the Regional Research Division of the IMUZ in Bydgoszcz. 
As an author or a co-author he published 133 papers in scientific and technical papers. He is a member of the IMUZ Scientific Council and a member of the Water Management Section of the Land Reclamation and Environmental Engineering Committee in the Polish Academy of Sciences. He is a lecturer on water management and operation of irrigation systems at the Academy of Agriculture and Technology in Bydgoszcz.
