He is educated at the Warsaw Agricultural University in 1960, obtaining a degree of Master of Science (MSc) in of Water Reclamation. 
He has obtained a degree of a doctor of technical sciences (DSc) in 1967, the second step of doctor degree (doktor habilitowany) in 1973 and the scientific title of Professor in a year of 1985. He has promoted 8 doctors.
The scientific work he started in 1959 at the Warsaw Agricultural University, Faculty of Land Reclamation, dealing with researches in a range of a geotechnic and groundwater flow. 
He was a lecturer of subject: geotechnic, soil mechanics and foundation engineering, water reservoirs. 
He has started to work in the Institute for Land Reclamation and Grassland Farming in 1975; till 1992 as a Head of Department of Land Reclamation Engineering. In the year 1992 he was appointed to a post of the Head of new-created Department of Water Resources. 
He is a member of several professional bodies, societies also international and Polish scientific organisation, for instance: State Council of Environment Protection; 
Committee of Land Reclamation and Environmental Engineering, Polish Academy of Science (PAN) (the secretary 1980-1989, president 1989-1997); Committee of Water Management Polish Academy of Science (PAN); Council of Biebrza and Narew National Parks; International Commission on Irrigation and Drainage (ICID) (secretary since 1976); International Commission on Geotechnic; International Commission on Large Dams (ICOLD). 
Professional experiences, in particular are connected to the environmental sciences, for instance: water management in rural areas, water conservation and small retention problems, the protection of quality and quantity of surface and groundwater resources, water reservoirs and flood protection, foundations of water structures on soft soils, impact assessment of water structures on environment, hydrology and wetlands protection, renaturisation of river valleys, function of water in rural areas. He is conducting broad cooperation with national practice, as far as together with international scientific institutes.
